The program of development of city – Smiltene.



SIA " Ravenshill Consulting ", at present works above development of the program of development of city – Smiltene, for time period from 2007. year to 2014. year. The purpose of the program:
1) to create stable, balanced and long-term development of city;
2) to create such city, which could involve investments and could be benevolent, for enterprise activity.
3) to create such city, where would be qualitative resources of human and could raise quality of a life of local residents.

It is planned, tha the program will consist of two parts which contains the information, of a real situation of city, in details considering strong and weak sides, and real and possible threats and vision of development of city, with a mark about the purposes of development and the program of action achievement the purpose.

Within the limits of prospective administrative-territorial reform will grow, opportunities of self-government to involve different financing of grants and other financial tools (from Norwegian and Swiss financial tools and from provided financing of VIP).

The concept of development of Rumbulas southern part.




The detailed lay-out is located at Rumbula (It’s a part of Riga, in suburb of Latgale, between Daugava and swamp of Getliņi) and it is adjoined with coast of Daugava. Total planned area of a lay-out is 24.8 ha. At the territory is located living space and root yard. Existing net of streets and roads is fragmentary. In territory there is no engineering provisions.
In accordance with a lay-out of territory of Riga for time period from year 2006. till 2018. planned part for erection of buildings is determined as LIVING SPACE. The part from planned territories contains the arranged well coast of Daugava and green zone. In accordance with a lay-out of Riga there is planned to create new streets and tram-line.
ISupporting development of southern part of Rumbulas, development committee of Rigas Dome in 7th February, 2007, confirmed conseption for development of Rumbulas southern part, which has been developed at city planning department.
Mission of detailed lay-out is verified by 8th May, 2007 decision Nr. 2366 of Rigas Dome and it demand:
1) to determine types of allowable building space;
2) to give detailed provision for it building space;
3) to develop suggestions for composition of dimensional building block,
by providing realization in order. Beside all mentioned above, there must be realized calculation of infrastructure, and must be givven suggestions for its development.



Construction of office building on the Rankas Street was coordinated.





The company “Ravenshill Consulting” in cooperation with an architect bureau «Arh-stadiya» (architect A.Polis) has developed the preliminary project and has prepared the offer on development of town-planning on realization of modern office building in Riga on Rankas street 2А.

New office center will be located in one of the most quickly developing areas – between Skanstes and Ganibu Dambis streets, not far from territory of the Riga free port and several significant customs warehouses and the forwarding companies. For this reason it will be intended under offices of the firms, engaged by logistics, transport and other companies which activity is closely connected with the Riga free port.

New office center, of B1 class, is 5th floor building, with a total area of 3 300 sq.m. For offices are planned some advantages which usually have offices of A class – a free lay-out, a panoramic view, the central air conditioning system, lift, professional service and many other facilities. The problem of entrance/departure in territory will be solved unitary, and also very successfully solved a question of parking place – in a building there will be the two-level parking place for 70 cars.

Construction of the new office is planned to begin in September of this year, and to put in operation is planned already in first half of 2007.

The company “Ravenshill Consulting” is the exclusive adviser of the project development from the beginning of project development and its concept, and also is responsible for marketing and rent of premises. It is predictable, that persons who are interested in concluding rent agreement for office premises will be able to do this in June of this year.




Preliminary research of inhabited microdistrict on Rumbula is finished.



The company “Ravenshill Consulting” (RC) by the order of Daugavpils building enterprise SIA "Gādība" has carried out preliminary research on erection of new microdistrict of apartment houses Riga, in Rumbula.



The project provides erection of new microdistrict with more than 70 row-houses and small-stair apartment houses with a corresponding social infrastructure and an infrastructure of services in Rumbula, on coast of Daugava river, in that place where at present according to the Plan for development of Riga (PDR), there are degraded territories. Updating of the degraded territories is included in the list of priorities of PDR, that, undoubtedly, will promote development and realization of the project on building new modern territory of Rumbula.

Within the frameworks of preliminary research on project erection RC has done following work:
- The analysis of a present stage of the project, a stage of the preliminary project, structure of the enterprise realization of the project and resources of management;
- Researches of the market of real estate in the given area;
- The analysis of a present price level and definition of the forecast of the prices in the long term;
- The review of a competition in the given area;
- The vision development of building of realizable project Rumbula microdistrict;
- The financial forecast, drawing up the planned schedule of project realization;
- Preparation of the program of primary marketing;
- Definition of a target audience of the project and an estimation of marketing channels;
- Strategy development of the project;
- An estimation of project risks and preparation of the offers for their elimination;

In addition has been accomplished the inspection of microdistrict territory with area of 10,35 ha and alongside territories on a place, accessible informative sources and publications, and also the statutory acts connected with it and prepared by state and by institutions of self-municipalities of the conclusion about a present situation of territory and prospects of development have been analysed.

During preliminary research of project RC analyzed essential conditions of burdening of town-planning in the further development of territory: systems of the centralized water drain and plum of rain waters and erection of the newly projected main streets, having provided possible decisions during development of a detailed lay-out of territory.

In the further, during realization of the project company RC will continue to give SIA „Gādība” the general consultations and instructions on achievement of the purposes of the project, will check conformity of architecture of the building project and technical decisions to requirements of statutory acts, to specify actions which can affect quality of the project and the further movement of the project, will advise actions for lacks preventions and will give the decision during project development, in case of need will assist in the coordination of the project in corresponding state institutions and institutions of self-municipalities.

The building cycle of project realization, having begun approximately construction of 400 apartments, is planned to begin in 2008.

The project “Industrial and logistics park in Bauska Town Phase 1” has been approved by European Union (EU) Cross Border Co-operation Programme in the Baltic Sea Region for Latvia 2002 (PHARE 2002) and Bauska Town Council has started second phase - implementation of this project. The municipality and Ministry of Finance has been signed an grant Agreement for 360 000 EUR acquiration for next 10 months.

The overall objective of the project is to rise economic cooperation of enterprises in Bauska Town and region of Hame, creating material-technical basis to increase the competitiveness of Latvian and Finnish small and medium enterprises, that specializes in knowledge intensive production and high value added products by developing Industrial and logistics park in Bauska Town (ILP) providing modern business infrastructure, technology transfer and high qualified experts.

The main activities of the project 2nd phase are:
  • elaboration of the panning and development documents for ILP using Finnish experts;
  • building of electric energy cutting in for ILP,
  • land survey and minute planning,
  • experience exchange visit of Latvian entrepreneurs to the Technology park of Hame region.

The technical capacities are very important to manufacturing business. The second phase of the ILP project is creation of the modern business infrastructure that would improve competition between enterprises and products outlets.

There would be implemented also a small size infrastructure project, where is planned to built basic electro energetic installations in the territory of the ILP, that is essential gain for creation of the ILP infrastructure and improves implementation for the next phase of the project.

There is planned to develop plan for second phase works of the project, elaborating applications for financial support of the EU structural funds, that includes roads, communications and administrative and office building for ILP. It is needed for providing modern business infrastructure in ILP and preparing to attract investigations after implementation of the second phase of the project and undertake creation of the new producing units for ILP.
